What happens if Giselle Hale WINS the Election?

By Michael G. Stogner

Giselle Hale

We teach our children the importance of Keeping Your Word or Keeping Your Promise.

Making San Mateo County Safer has been a project of mine for the last 22 years. I have found only one Elected Official (Politician) who shared that goal.

The question remains unanswered, Will Giselle Hale serve if she is elected in November, or will she refuse to be swore in?

Giselle Hale is the Mayor of Redwood City, To my knowledge she has done NOTHING to eliminate the Redwood City Police Departments TWO sets of Daily Activity Log Records.

“I like to get things done.” That is what Giselle Hale claims.

I personally would like to see her FIX the two sets of Books. That would go along way in Making San Mateo County Safer. San Mateo County Sheriff Deputy Colin Smith Arrested TWICE by RWCPD. San Mateo County Sheriff Sergeant Lou Aquino Arrested for DUI by RWCPD. There is also the RWCPD responding to the Domestic Violence call to San Mateo County Sheriff Lt. Kristina Bell’s home that never made it to either of RWCPD daily records.

Both of those arrests were hidden from the PUBLIC. That is a Very Bad Idea.

That is SOMETHING she could do right this minute, she is the MAYOR. I can’t think of a better example to demonstrate “I like to get things done.”

San Mateo County News.com Article on two log records.

Now that she has officially ended her Campaign. Her name is still on the ballot and people will still vote for her. I think the average San Mateo County Resident would appreciate the stopping of the phone calls, yard signs, door knocking, canvassing asking for Donations, etc. How hard is it for a VOTER to Google Giselle Hale to see if they want to vote for her?

Giselle Hale might also consider resigning from Mayor of Redwood City, and that would give her even more quality time with her children and husband which is what she claims as her reason for ending her campaign.

Sheriff Activities League Director Steven Booker arrested by Belmont Police for DUI.

By Michael G. Stogner

Steven Booker photo from SAL Board of Directors

Steven Booker is also a Candidate for Supervisor of District Three

On May 28, 2022 at 2:00 AM the Belmont Police Department responded to a 911 call and ended up arresting Steven Booker, There was no mention of Mr. Booker refusing to take a breath test or blood test like SMC Sheriff Sergeant Lou Aquino did when he was arrested by RWCPD in 2019. Or Aldon Smith refusing both test when he was arrested (5th time) December 6, 2020 in Redwood City by the CHP. It looks like Steven Booker cooperated with the Police just like San Mateo County Superior Court Hon. Judge Joseph Scott did with the CHP when they arrested him for a DUI.

At this moment in time there are NO CHARGES filed by the San Mateo County District Attorney’s Office. Steven Booker didn’t injure anybody.

San Mateo County Sheriff’s Activities League Board of Directors

As you might have noticed today is June 6, 2022 one day before the Election in San Mateo County. This is the only article San Mateo County News.com has published on this topic. The Palo Alto Daily Post has published two Front Page articles about this IMPORTANT subject with photos of Mr. Booker a good sized Black Man with the title ARRESTED & DUI. I couldn’t help but notice how many of the San Mateo County Newspapers did the same.

I believe in a Level Playing Field, I personally know many people who have been arrested and even pled guilty to a DUI and have gone right back to work. Look no further than Judge Joseph Scott as a local example.

Lets compare an alleged DUI case with Sheriff Carlos G. Bolanos being Caught and Detained by the FBI Inside a small house where he was either there to have sex with one or more of the Sex Slaves including a Minor or there to sell 3,500 Ecstasy Tablets for $25,000. Or Lets see how important the San Mateo County Sheriff Activities League which for some reason is a 501 C Embezzlement and Money Laundering Investigation was to the Voters of San Mateo County. They couldn’t care less.

I can’t imagine why a DUI would make one bit of difference to a San Mateo County Voter.

A photo of a Good Sized Blackman with Dreadlocks now that might make a difference.

David Khan of Daly City is in Hon. Judge Jeffrey Finigan’s Court 2F 9:00 AM today.

21-NF-002249-A | The People of the State of California vs. DAVID KHAN

It all started with this case.

20-NM-006433-A | The People of the State of California vs DAVID KHAN

My only experience observing the Hon. Judge Jeffrey R. Finigan was one afternoon I was covering the San Mateo County Sheriff Sergeant Lou Aquino DUI case. I drove up from Monterey County for the 1:30 PM Court Hearing, I identified myself to the Bailiff and the Court Clerk asked them if I was in the right court for the Sgt Lou Aquino case. They confirmed I was so I sat there for 3 hours until I was the last person for the public there. Judge Finigan asked me what I was there for and the Clerk informed I was there for the Aquino case. He informed me that case was already handled for the day, I asked him if that occurred in the courtroom or in chambers, He responded in Chambers. So time invested to report on the Sheriff Sergeant Lou Aquino DUI case that one day only, was 4 hours travel plus 3 hours sitting in the Hon. Judge Jeffrey Finigan’s Courtroom equals 7 Hours and there was NOTHING done in front of the Public. It’s not that easy to report on the San Mateo County Courts.

San Mateo County News.com was the first News and Information Service to provide the public with the facts about his arrest on September 14, 2019.

San Mateo County News.com Article October 1, 2019 Sgt Aquino DUI arrest by RWCPD.

In order to report about Sgt. Aquino’s arrest I had to drive up from Monterey County to the Redwood City Police Department to see for myself the OTHER Daily Log Record that exists and there it was.

Hon. Judge Joseph Scott and DDA Kimberly Perrotti don’t want the Jury to know about Sheriff Deputy Juan P. Lopez Smuggling case that was Thrown Out.

By Michael G. Stogner

“Thrown Out” is not a legal term and I would not have used it, if DDA Kimberly Perrotti had not said it in court.

Yesterday was a first for me in 22 years observing and reporting of SMC Courts. San Mateo County District Attorney Deputy Kimberly Perrotti informed the court that she had personally contacted the Santa Clara County District Attorney’s prosecutor who was trying a case that Sheriff Deputy Juan P. Lopez’s Co-Counsel Erica Elizabeth Treeby was the defense attorney in. She reported to Judge Scott that Ms. Treeby would be available on March 17, 2022 in SMC, because of this alleged conversation. She did not identify this person, and this person has not been called to testify about this alleged conversation and there was no declaration filed.

I think it would be great for the public to know about that entire conversation from start to finish.

I would like to know how many times DDA Kimberly Perrotti has checked up on the Defense Attorneys opposing her?

Remember this is a Political Prosecution of Sheriff Deputy Juan P. Lopez it’s that simple. Photo below is from 2014. You do the math for lost wages and cost to Defend against these False Charges, that were “THROWN OUT”

Aldon Smith a “Those Who Matter” case in court today.

By Michael G. Stogner

Time 2:00 PM Courtroom 7B

Case number 21SM014538A

Remember Sheriff Bolanos did not release a Booking Photo, or Press Release and his whereabouts for over 5 hours is still a mystery.

SMCSO Sergeant Lou Aquino DUI Arrest by RWCPD

The same thing happened when San Mateo County Sheriff Sergeant Lou Aquino was arrested, NO BOOKING Photo or Press Release by Sheriff Carlos Bolanos. San Mateo County News.com was the first News and Information source to report it.

Sheriff Carlos G. Bolanos is now a Candidate for Re-Election in the June 7, 2022 Election.

This would be the perfect time for the Public to ask him why does he protect certain people who get arrested in San Mateo County?

I’m sure it’s just a coincidence, the Defense Attorney for both of these gentleman was/is Joshua Bentley.

Wonderful photo by SMDJ of Aldon Smith, Definitely NOT a Booking Photo.

This is another exciting “Those Who Matter” case that the “Fixer” Joshua Bentley is quietly moving through the San Mateo County Court system.

You will recall Aldon Smith was arrested on December 6, 2021 by the California Highway Patrol at Farm Hill Blvd and 280 where he crashed into a Recology Truck injuring the driver. This is not the first time he has been arrested for DUI, It’s been reported he has been arrested 5 times for DUI.

Sheriff Carlos G. Bolanos has never released his Booking Photo or produced a Press Release of the December 6, 2021 arrest. Why?

Attorney Joshua Bentley is doing an Excellent job in trying to keep those four prior DUI’s out of this case.

Most DUI cases are prosecuted as misdemeanors. But the offense may be charged as a felony if someone is injured or you have four (4) or more prior DUIs on your record.3 Some convictions carry jail time for California DUIs.

Why is his case being charged as a misdemeanor? 21-SM-014538-A | The People of the State of California vs. Aldon Jacarus Ramon Smith

Where was he for over 5 hours after the accident at 1:27 P.M. on December 6, 2021 before he got booked into SMC Jail?

What time was the BAC .288 recorded?

What time did he contact Defense Attorney Joshua Bentley?

Aldon Smith Refused a field sobriety test.

By Michael G. Stogner

Wonderful photo by SMDJ of Aldon Smith, Definitely NOT a Booking Photo.

Aldon Smith was arrested by the California Highway Patrol on December 6, 2021 on Farm Hill Blvd, Redwood City, San Mateo County, California. He crashed his vehicle into a Recology Truck injuring the driver.

Silicon Valley.com Reporter Michael Nowels reported his BAC was .288

What is Not known is what time did he finally take the test?

According to the Chart below Aldon Smith should lose his California Drivers License for 3 years and he should be in Jail for an additional 18 days. Hopefully the Silicon Valley .com News provider will follow up on this topic.

If you refuse to submit to a DUI breath test after being lawfully arrested for driving under the influence in California, you will face penalties for a chemical test refusal.

The major consequences of a chemical test refusal in California are: 1) increased penalties in addition to the standard California DUI penalties, and 2) a mandatory driver’s license suspension that will occur regardless of the outcome in your DUI case.

This is because of California’s “implied consent” law. Under this law, you have no right to refuse a DUI breath test once you are lawfully arrested for DUI.

Traditionally, California’s “implied consent law” applied to DUI blood tests as well as to breath tests. But the Supreme Court of the United States has suggested that defendants may not be penalized for refusing to take blood tests in cases where the police have not obtained a warrant.

The following chart clarifies the additional penalties that will accompany a DUI conviction if you refuse to take a DUI breath test.

Number of Prior DUIs in the Past 10 YearsAdditional Jail Time for Refusing a Breath TestLicense Suspension/Revocation for Chemical Test Refusal
048 extra hours in jail; six extra months of required DUI school1-year license suspension
196 extra hours in jail2-year license revocation
210 extra days in jail3-year license revocation
3 or more18 extra days in jail3-year license revocation
Number of Prior DUIs in the Past 10 YearsPenalties for Refusing a Breath Test
048 extra hours in jail; six extra months of required DUI school; 1-year driver’s license suspension
196 extra hours in jail; 2-year driver’s license revocation
210 extra days in jail; 3-year driver’s license revocation

Hello Rosemerry,
Could you please provide me with that photo or an explanation as to why the Sheriff’s Office does not think they need to.
Can you confirm his Driver’s License has been suspended for refusing the chemical test?
Is he on Administrative Leave or is he on his normal duty?
Thank You

Update: 10/24/2019 Congratulations to the Palo Alto Daily Post for their Front Page Story on Sheriff Sergeant Lou Aquino’s DUI Arrest on September 14, 2019. That is 23 days after the SMCN.com article. They are the only one of 7 Print Media in San Mateo County to inform the public. The San Mateo Daily Journal placed it on the Website version I asked Jon Mays if he published it in print copy he has not responded. Sheriff Carlos G. Bolanos and PIO Rosemary Blankswade refuse to even respond to my request for his Booking Photo.

Update 10/21/2019 There is no blood alcohol result because he refused to submit to a chemical test as required by law. This means for the ordinary resident your Drivers License is suspended for 1 year.

Update: 10/17/2019 Sheriff Bolanos and PIO Rosemerry refuse to even respond to my e-mail request for Booking Photo. Why? It’s public information.

Update: 10/02/2019 9:40PM The court appearance date is October 23, 2019

I know when you read the date below you are going to think this is old News and you are correct. I will say that I am the first News Media to inform the public about it, this is an example of a Those Who Matter case. Special Treatment, What the public doesn’t know won’t hurt them etc. No statement from Sheriff Carlos G. Bolanos, No statement and even more important No Charges by District Attorney Steve Wagstaffe, Why?

Steve Wagstaffe informed me this morning 10/02/2019 that his office has not received the case from Redwood City Police Department and that would explain why No Charges if it were true, so I sent RWCP an e-mail. Gary Kirk responded RCPD filed the case with the DA’s Office on September 23rd. On September 27th, we received a request for additional information for prosecution from the issuing DA. You may want to call them back to clarify the information they provided. The DA’s case number is 0811082.

September 14, 2019 The Redwood City Police Department arrested San Mateo County Sheriff Sergeant Luis Dejesus Aquino for DUI last week after he crashed a car (not his) the car belonged to San Mateo County Sheriff Lieutenant Victoria A. O’Brian.  Location of arrest was Broadway/Arguello St, which just happens to be where the DSA building is located. The arresting Officers transported him to First Chance in Burlingame where he was refused acceptance reason being he was to “Belligerent”. He was than transported to Maguire Jail where he was booked. He had attended a retirement celebration at the Deputy Sheriff Association (DSA) Building on Broadway Street Redwood City, prior to being arrested. So much for “Friends don’t let Friends Drive Drunk.” or “Let me call an UBER, Lyft or a Cab for you.” Better yet “I’ll drive you home.”

His attorney is Josh Bentley. You might ask why do you need an attorney if No Criminal charges are filed? Who called Mr. Bentley and When?

Redwood City Police did respond to my inquiry of the DUI Arrest of Sergeant Lou Aquino and confirmed it. Thank you RWCPD.

SMC Sheriff Carlos G. Bolanos has refused to provide me with the Booking photo. He has remained Silent on Sheriff Sergeant Lou Aquinos’ arrest. Here is what he was saying just two weeks before the arrest.

“Labor Day should be a time for friends and family to come together to enjoy the last days of summer,” said Sheriff Carlos Bolanos. “We need commitment from our community members that they’ll keep the streets free of drunk drivers so that everyone can have a safe holiday. This is a campaign to get the message out that drunk driving is illegal and it takes lives. Help us put an end to this senseless behavior,” he said.

The San Mateo County Sheriff’s Office and NHTSA are reminding citizens of the many resources available to get them home safely. “Drunk driving is not acceptable behavior,” said Sheriff Carlos Bolanos. “It is essential to plan a sober ride home before you ever leave for the party. That’s why, during the Labor Day holiday, we will make zero exceptions for drunk driving. There are just no excuses,” he said.
