A reasonable person would ask why the Six Sheriff Employees were not arrested and charged? In George Floyd’s Homicide all Officers were fired and criminally charged.

San Mateo County Board of Supervisor meeting June 2, 2020 at the 40:10 mark, Supervisor Horsley said “My reaction as somebody who was in Law Enforcement when I saw that Murder of George Floyd I was embarrassed & ashamed.” He went on to say. “I’m not going to bash Law Enforcement.”
I have personally asked former School Teacher and Sheriff now Supervisor Don Horsley if he has watched the video of Chinedu V. Okobi’s Homicide by Six San Mateo County Sheriff Employees on October 3, 2018. He has refused to answer my question.
You will notice the Government does not mention the word Homicide. They have known it was a Homicide since Deputy Coroner Heather Diaz determined the Manner of Death to be Homicide on December 31, 2018
Supervisor Don Horsley has a long history of saying words that are not consistent with the truth/reality. That includes under oath, August 2, 2004 a Federal Hearing held in San Mateo, California.

I want to thank the 17 year old girl who videoed the Murder of George Floyd by 4 Police Officers. Had she not been there and done that the rest of the world would have never known about the Homicide by Law Enforcement. It would have been reported on a back page Black man died at the Hospital from physical exertion resisting arrest and failure to comply with a lawful order.
The Police Chief fired the 4 police officers within 24 hours that was the right thing. He did not arrest them that was the wrong thing to do.
Chinedu Okobi was killed by Six San Mateo County Sheriff Employees. Sheriff Carlos G. Bolanos didn’t fire anybody and instead issued two False News Releases within hours of the Homicide.
Both George Floyd and Chinedu Okobi died at the scene of the crime and both were transported to hospitals to be pronounced dead at a different location.
George Floyd had a knee on his neck for approx. 9 minutes and Chinedu Okobi was sat up for approx. 9 minutes with his head down to make sure he could NOT breath even if he did become responsive which he did not.
The Attorney General took over the George Floyd Murder case and charged the other officers. The California Attorney General has remained silent in Chinedu Okobi’s Homicide.

March 1, 2019 two months later District Attorney Steve Wagstaffe held a closed to the public Press Conference which I attended. He gave a 26 minute presentation on why he was not charging any of the Five not Six Sheriff Employees in the tragic death of Chinedu Okobi. Who had committed no crime before the deputy decided to engage him. He was tased 7 times, struck with baton, Sprayed in face with O.C. spray and dog piled by SIX Sheriff Employees. After he stopped breathing he was sat up on El Camino Real and ignored for about 9 minutes to make sure he was dead before AMR and Fire Paramedics could get to him.

This photo was taken at a protest for George Floyd’s Murder. When I saw the Kill Now Lie Later I couldn’t help but think about Chinedu Okobi being killed by six San Mateo County Sheriff Employees and ALL the Lies that followed. The Lie Later could be minutes or hours as evidenced by SMC Sheriff Carlos G. Bolanos two News Releases.
Chinedu Okobi was not running in and out of traffic, and did not immediately assault the deputy. Sheriff Bolanos left both of these false statements on the County’s website for 5 months.
The Lie could be 19 days later as example Sgt. Irfan Zaidi “I directed Deputy Lorenzatti to remove the metal handcuffs from the subject, which she did, and the subject was placed on his back.
This is a 100% fabrication by a SMC Sergeant 19 days after the Homicide. Zaidi was NOT involved in the Homicide but filed a false report.
The Lie later could also be 5 months later and 2 months after it was determined to be a Homicide.
Tell that to the Family and loved ones of Sandra Lee Harmon R.I.P. Killed less than 8 hours later.
San Mateo County Sheriff Carlos G. Bolanos is reading a prepared speech for the Supervisors to get them to approve a no bid contract with Axon Enterprises Inc. The same company that supplied the equipment on October 3, 2018 the day Chinedu Okobi was killed by SIX Sheriff Employees. San Mateo County Deputy Coroner Heather Diaz ruled his death was a Homicide.
The short list of who knows it was a Homicide is Supervisors Carole Groom, Don Horsley, Warren Slocum, Dave Pine and David Canepa, County Manager Mike Callagy, County Counsel John Beiers, Deputy Counsel David Silberman, and most all of the 800 Sheriff Deputies, and the District Attorney’s Office entire management staff with John Warren, Jamie Draper at the top.
You will see Supervisor President Warren Slocum describe Chinedu Okobi’s Homicide as “Following the Unfortunate Incident a couple of years ago” at the 4:08:10 mark. He is responding to my public comment.

“Sheriff Office IT Technician Johnson Hang responded to the scene and was able to allow me to view the videos on the small in car display from each of the vehicles still at the scene and was able to retrieve the videos from the vehicles driven by Deputy Lorenzatti and Deputy Watt without issue. Hang was unable to retrieve the videos from the vehicles driven by Deputy Wang and Sergeant Weidner at the scene.” Axon can also explain why all Interviews recorded (using an AXON product) conducted by Menlo Park Police Officer Joshua Russell failed to download that same day October 3, 2018 at the same crime scene.

No need to read below just for reference. Joshua Russell MPPD 10/16/2018My interviews conducted during this investigation were recorded using my VieVu digital video recorder. When I returned to the police station at the end of my shift I attempted to download the recorder but encountered problems with the recorder’s connection to my desktop computer. When I returned to work on 10-16-2018 I again attempted to download the recorder, and only five video recordings from 10-03- 2018 were downloaded, all of which were from contacts made prior to my involvement in this investigation. I have contacted the information technology specialists employed by the City of Menlo Park for assistance in locating the missing videos. I will update this case with a supplemental report if or when the videos are recovered. As of 10-31-2018 the videos I recorded during the course of this investigation have not been recovered. The technology department of the City of Menlo Park has attempted to locate the videos and have been in contact with the body-camera company, Vie-Vu, as part of their efforts to see if the videos could have been lost either on the device or during the download process. Vie-Vu has stated that because recordings from earlier in the day downloaded correctly, there appears not to be a problem with the camera. All videos downloaded by all Menlo Park Vie-Vu cameras for the date of 10-03-2018 have been checked, and none of the downloads are of my interviews in this case.
This Video should be used Nationwide to all Law Enforcement Agencies. The Unarmed Pedestrian was not drunk, had no Drugs in his system and had committed no crime when the SMCSO Deputy first noticed him and made a U turn.

Maureen Okobi is the mother Chinedu Okobi who was legally walking down the sidewalk on the Millbrae side of El Camino Real at 1:00PM on Wednesday October 3, 2018. After interacting with SIX San Mateo County Sheriff Employees for 9:10 he was completely Unresponsive. When a monitor was put on him 10 minutes later it was Flatlined. At San Mateo County District Attorney’s Office closed to the public Press Conference on March 1, 2019 Steve Wagstaffe was asked by KQED Reporter Julie Small “What was the Manner of Death?” At that point he confirmed what SMCCO Deputy Coroner Heather Diaz reported in December 2018. CORONERS REPORT SUMMARY
On December 31, 2018 I received the Coroner’s Office Report, prepared by Coroner’s Investigator Heather Diaz. The report included redacted sections related to Decedent Chinedu Okobi’s medical treatment on October 3, 2018 as well as redacted sections related to his previous medical and mental treatments pursuant to 56.10 of the California Civil Code. The “Conclusion Report” by Coroner’s Investigator Diaz included a summary of the attempts by San Mateo County Sheriff’s Office personnel to detain Decedent Okobi and noted Okobi was found be “unresponsive” upon the arrival of paramedics and fire personnel on the scene. It should be noted that this information is contrary to what was scene upon review of the Mobile Audio Video (MAV) footage at the scene and from the statements provided by fire department paramedics who stated they had determined Decedent Okobi had a pulse and was breathing when they arrived on scene to begin treatment.

On March 1, 2019 San Mateo County District Attorney Steve Wagstaffe held a private Press Conference announcing his decision not to charge the Five Sheriff Employees with any criminal charges. During his 26 minute presentation he Omitted the SIXTH Sheriff Employee CSO Joseph Gonzales and Omitted the word Homicide. That only popped out at the 47:40 mark when KQED Reporter Julie Small asked what was the manner of Death?
That doesn’t seem very Honest does it?
Steve Wagstaffe also stated:“From that point on” approaching the 9 minute mark on the video.” “The Sheriff Office and our review of their conduct is done. Sheriff Office turned him over to AMR.”
The video that Mr. Wagstaffe provided the public does NOT SUPPORT that statement, it shows AMR people at 17:54 mark. not approaching the 9 minute mark. That is a 9 minute difference, not a couple of seconds.
