Hon. Judge Joseph Scott and DDA Kimberly Perrotti don’t want the Jury to know about Sheriff Deputy Juan P. Lopez Smuggling case that was Thrown Out.

“Thrown Out” is not a legal term and I would not have used it, if DDA Kimberly Perrotti had not said it in court.

Yesterday was a first for me in 22 years observing and reporting of SMC Courts. San Mateo County District Attorney Deputy Kimberly Perrotti informed the court that she had personally contacted the Santa Clara County District Attorney’s prosecutor who was trying a case that Sheriff Deputy Juan P. Lopez’s Co-Counsel Erica Elizabeth Treeby was the defense attorney in. She reported to Judge Scott that Ms. Treeby would be available on March 17, 2022 in SMC, because of this alleged conversation. She did not identify this person, and this person has not been called to testify about this alleged conversation and there was no declaration filed.

I think it would be great for the public to know about that entire conversation from start to finish.

I would like to know how many times DDA Kimberly Perrotti has checked up on the Defense Attorneys opposing her?

Remember this is a Political Prosecution of Sheriff Deputy Juan P. Lopez it’s that simple. Photo below is from 2014. You do the math for lost wages and cost to Defend against these False Charges, that were “THROWN OUT”

San Mateo County Sheriff Election June 2022 is going to be exciting.

Mark Melville has folded, he recently contacted San Mateo County News.com, to inform me that he will not be a candidate in the 2022 election. I wish him all the best, I remember when I first met him in Foster City, and I said the same thing I said to Sheriff Deputy Juan Pablo Lopez, when I first met him and he first announced he was going to run against Sheriff Greg Munks in 2014. I said “You are either very Brave or Very Naive.”

Now that that has been settled it makes room for another candidate and possibly more for the Election 2022. Candidates filing window is February 14, 2022-March 7, 2022.

At this moment there are 2 Candidates for Sheriff, both of them thought it would be great idea to Investigate the Sheriff Activities League (SAL) Embezzlement and Money Laundering Criminal Investigation. For a reasonable thinking person that would be a RED FLAG, non-starter, It would be known as a Conflict of Interest in most circles.

I look forward to see how things shake out. That leaves 7 months for the Residents to ask the questions they have for the Candidates, That is plenty of time.

Anne Oliva’s Fundraiser for Sheriff Carlos G. Bolanos. Why?

Chinedu V. Okobi R.I.P. was a large well educated Black Man walking on the sidewalk southbound on El Camino Real in Millbrae on October 3, 2018. Anne Oliva was a Millbrae City council member that day, and has been Silent all this time. He was not running in and out of traffic like Sheriff Bolanos said he was. He did Not Immediately assault Sheriff Deputy Wang after exiting his patrol vehicle like Sheriff Bolanos said he was.

Retired Deputy Mark Melville is running for Sheriff of San Mateo County in 2022.

San Mateo County Voters can elect Mark Melville as Sheriff in 2022 and several things will change for the better the first day he is in office. These two gentleman will be removed from involvement of the Sheriff’s Office.

He has promised to release the Axon Log Records involving the May 5, 2020 Homicide by Law Enforcement of Sandra Lee Harmon. Currently there is only one person who is obstructing those records being made public. That person is San Mateo Counsel Attorney David Silberman. Why are those records important, Sheriff Carlos G. Bolanos told the world that Sheriff Deputy David Dominguez did Not turn on his Body Worn Camera, He is the Deputy who fired 11 shots at Ms. Harmon including while she was unarmed with her hands above her head with her back towards the deputy. Ms. Harmon received 3 FATAL SHOTS to her back. Has Sheriff Carlos Bolanos ever lied to the residents of San Mateo County before of course he has too many times to mention here. The release of the Axon Log Records would VERIFY Sheriff Bolanos’ statement “Sheriff Deputy David Dominguez did Not turn on his Body Worn Camera” Who would object to that except David Silberman, Why?

I recently asked Candidate Mark Melville for San Mateo County Sheriff 2022, When he is elected Sheriff will he be replacing David Silberman as the attorney for the Sheriff’s Office? His short answer was Absolutely.

My short answer to your question is, absolutely.  I know County Counsel is in place to “Protect” the County.  I don’t believe the Sheriff’s Office is being well represented by Mr. Silberman.  But then again, I have no idea what information he is being fed by Sheriff Bolanos.  I believe in 100% transparency.  If you are telling the truth, there is nothing to hide. You owe it to all the constituents of the County to properly identify the situation / incident and you tell everyone what it is you are going to do to rectify it.  And, I might add you do it in a timely manner..!!

Daly City Manager Shawnna Maltbie remains silent. It’s been 24 days since somebody from her Police Department killed Roger Allen. Each City in San Mateo County is responsible for the behavior of their Police Department. I now know that Mayor Juslyn Manalo has no authority over her Police Chief Patrick Hensley because she said several times in the April 26, 2021 Zoom meeting that she had asked the Chief for those names. She never said what his response was, she also said the names would be release Wednesday the 28th but that did not happen. So that leaves City Manager Shawnna Maltbie this is exactly why you have a City Manager in the first place, One person who is Responsible for the Police Department besides the Police Chief. Dave and Bill could have answered my e-mail in a minute they both know the answer they chose not to.

The Maltbie Family is San Mateo County Government which is “Those Who Matter.” Can anyone else think of one family that has four members involved in SMC Government, Jeff Maltbie son of John Maltbie is the City Manager of San Carlos, Shawnna Maltbie married to Jeff Maltbie, and Jayme Ackemann daughter of John Maltbie was a SamTrans Official during the Fraud non Investigation by the SMCDA’s Office. David Canepa used to be the Mayor of Daly City and he would certainly know the answer.

Bill Silverfarb use to be a former newspaper reporter and editor who works in county government now. Worked for the San Mateo Daily Journal for 17 years and if he didn’t know the answer I was sure he could find out that answer in no time.

Steve Wagstaffe has told me the Police Chief of Daly City could identify the 4 Police Officers involved in the death of Roger Allen on April 7, 2021. Of course naming them doesn’t mean that any wrong doing or crime has been committed. As you know it’s been 17 days and the Police Chief has chosen his behavior.


I’m just curious does City Manager Shawnna Maltbie have the sole authority to fire Patrick Hensley?

Does the Mayor have that sole authority or does the City Council have that Authority?

Daly City releases names of the 4 Officers. 23 days after Homicide of Roger Allen.

Mayor Juslyn Manalo promised the April 26, 2021 ZOOM Meeting with over 130 participants the names of the 4 Police Officers Involved in the Homicide of Roger Allen would be released on Wednesday through a Press Release. That did NOT Happen. As a matter of fact the names have not been released per a Press Release period. Somebody sent a scoop to a news media favorite.

Who from Daly City released these names that Police Chief Patrick Hensley knew on April 7, 2021.

It wasn’t City Manager Shawnna Maltbie.

Now today 23 days after the Homicide of Roger Allen by DCPD Officers we now have a Ruger instead of a Glock. And now it is a BB gun instead of a FAKE gun, whatever that is.

Ruger vs. Glock is a Big Deal.

Remember from start to finish was 16 minutes according to Hensley and Wagstaffe. When I say finish I mean in the ambulance and it left the crime scene.

What was Lt. Michael Brennan Investigation Commander doing at a disabled truck with a flat tire “we are here to assist you” incident?

Who released the names? Why wasn’t that done on day one, and why wasn’t it done on the ZOOM Meeting.

Who controls the data?

Who controls the narrative?

Daly City Managers and Police Chief must be removed. Roger Allen Homicide by Police.

Roger Allen a 44 year old Black man was killed by somebody with a gun on April 7, 2021 while he was sitting in the passenger seat of a disabled truck in a residential neighborhood in Daly City. That was 20 days ago. Last night the Daly City Government held a zoom meeting for the first time for the Outraged public to speak about it. I don’t know the exact number of participants on that zoom meeting but it was well over 125.

Daly City Manager Shawnna Maltbie attended but remained silent, Assistant City Manager Stephen Stolte Hosted the meeting also silent.

I mentioned the Outraged public, I did not mention the Outraged Elected Officials and Staff who are responsible for the behavior of the Daly City Police Department and its officers. The reason I didn’t mention them is because not one of them is Outraged with the killing of a Black man who committed no crime and was killed while sitting in a parked truck.

The demands were pretty consistent “What are the names of the four Daly City Police Officers Involved in the Homicide of Roger Allen?” Who could provide that information? Shawnna Maltbie, Stephen Stolte and Patrick Hensley that’s who. Why wouldn’t those three Employees want what the public wants?

The four Unnamed DCPD Officers idea comes from San Mateo County District Attorney Steve Wagstaffe and DCPD Chief Patrick Hensley vague and unbelievable description of what supposedly happened and how Roger Allen ended up dead at the scene.

That was until last night when Talika Fletcher, Roger Allen’s sister mentioned the other police agency officers being protected. What other Police Agency Officers? Is that even a possibility in San Mateo County? Of course it is.

Talika Fletcher and her Aunt Zipora Wright both stated that Talika is being STALKED and Harassed by Law Enforcement. They are in Mourning and must be protected by the Citizens not Law Enforcement.

How is this possible in San Mateo County, the answer is Simple, “Those Who Matter” run the Government. They control criminal Investigations, have the ability to falsely criminally charge Those Who Don’t matter like x San Mateo County Sheriff Deputy Juan P. Lopez for the sole purpose of financially destroying him.

What we saw last night was NOT ONE of the people with the Authority and Power to solve, did so. They must be removed in order for San Mateo County to finally get on the right track. Elect Good Human beings is my recommendation.

Kevin Mullin didn’t say a word about Chinedu Okobi’s Homicide by 6 SMC Employees.

Kevin Mullin did not attend or make a public comment at any of the many meetings the Board of Supervisors made available to the public to discuss, Excessive Use of Tasers, Excessive Use of Force, Failure to provide Medical Aid after killing Chinedu Okobi. He did not attend any of the many Concerned Citizens gatherings at the killing site in Millbrae/San Bruno.

Chinedu V. Okobi and George Floyd were both killed by Law Enforcement. Both of the Deaths were ruled a Homicide by the local Coroner. The Four Officers responsible for George Floyd’s Homicide were fired and Criminally Charged. The Six San Mateo County Sheriff Employees who are responsible for Chinedu Okobi’s Homicide are all working and None of them have been criminally charged with anything.

Here is Kevin’s PR piece on voting. You will notice he can’t even mention George Floyd’s Name. “most recently the murder of an unarmed black man by law enforcement.” That could be Hundreds of young Black/Brown Men around America.

I can say this as a Private Victim’s Advocate in San Mateo County for the last 22 years Kevin Mullin is the norm for Elected Officials in SMC.

I know of only one San Mateo County Elected Official that Publicly Questioned, was Chinedu V. Okobi Murdered. That should have been the Obvious question every single elected official should want the answer to.

Sabrina Brennan was that Elected Official. She attended meetings and gatherings.

 

America is confronting an unprecedented “trifecta” that is dominating our daily headlines: A COVID-19 pandemic, a deep recession and most recently the murder of an unarmed black man by law enforcement, illustrative of systemic racism and injustice that has spawned a season of multiracial protests and calls for needed social change. Yet, while the nation is reeling from these crises, duplicitous messaging is being deployed by the occupant of the Oval Office to actively undermine the results of this November’s election: that voting by mail can’t be trusted, that widespread voter fraud exists, and that mail balloting is designed specifically to elect his opponent: FALSE.

Since 2000, more than 250 million votes have been cast via mailed ballots, in all 50 states, according to the Vote at Home Institute with only a handful of fraudulent votes cast. Election law expert and U.C. Irvine professor Richard L. Hasen notes, it is still more likely for an American to be struck by lightning than to commit mail-voting fraud. In addition, there is no evidence to suggest that voting by mail benefits any particular political party.

San Mateo County has shown that voting-by-mail works. My legislation to make San Mateo County an all-mail ballot pilot county demonstrated that the participating electorate more closely resembles the public at large in terms of its diversity and representation, with young people, and voters of color in particular more likely to cast ballots. Thanks to my colleague, Assemblyman Marc Berman’s legislation recently signed into law, this November’s election in California will be an all-mailed-ballot election. Every voter automatically will receive a ballot, postage paid, with community-level “vote centers” as back-up. Voting by mail is the most efficient and effective way to conduct an inclusive and participatory election.

So-called “red and blue” states alike have employed voting-by-mail, but the way states have approached elections administration varies greatly. Elections are fundamentally state and locally administered, and recent examples of mismanagement during primary elections in Wisconsin and Georgia remind us of the challenges facing election administrators across the country. This is a highly charged political atmosphere with huge stakes on the line.

There is a growing recognition that the pandemic must force changes in how elections work, and better ensure more participation moving forward. Attempts to help fund elections with federal dollars have fallen woefully short of what is needed to ensure free and fair elections across America. Since the Bush-Gore contested election in 2000, the efficacy of voting mechanisms and machinery have taken center stage. More recently, we are seeing a coordinated misinformation campaign to attack the integrity of, and undermine the public’s faith in, our elections. False narratives abound, and voter suppression, which disproportionally disenfranchises communities of color, is real and we all suffer the consequences as a result.

While voting-by-mail works, it is not perfect. Signature-matching issues have led to ballots not being counted, a concern that is actively being addressed in California. One other legitimate drawback to voting at home is the time it takes local elections’ officials to count waves of mail ballots and certify the election. The current administration is preemptively trying to undermine faith in the eventual vote count and may try to exploit delays in vote tabulation to question the legitimacy of results, triggering a constitutional crisis. While the long wait for vote-by-mail results is not ideal, it’s in the interest of every vote being counted, which is fundamental to our democracy.

During this tense time when we need leaders who can calm, heal, and build faith, the president has used this period to further divide people and incite violence, all while callously attacking the basic underpinnings of our democracy, like faith in and respect for the work of journalists — essentially a broadside on the First Amendment. The work of journalists and the social media platforms themselves have never been more important in fact checking false claims and advertisements with false information.

Vote as if democracy itself, and its pillars like a free press, the rule of law, and free and fair elections, including the right of every citizen to vote, is on the ballot. Because it is.

The VOTE BY MAIL  act  is  innocuous to the degree that it reiterates voting by mail procedures. We have used absentee ballots for many years. What is NOT innocuous is the removal of polling places from communities of color. Though Mindy Romero and other experts have declined to state it clearly,  the added travel distance to some of these community residents results in a veritable “poll tax ” and leads to further disenfranchisement, . Subjective signature disqualification also creates opportunity for disenfranchisement and was predicted by election experts

The bill originally emanated from the ” Colorado Model ”  of elections and was  promulgated by Colorado based vendor DOMINION  The act is notorious not for what it mandates but what it ignores. The fact there is ZERO mention of the software used to tabulate the votes creates a severe point of misdirection to the layperson voter.  This is unfortunate as the authors of the bill positioned it as a security measure when this  is not the case. The authors were briefed extensively but chose to omit the work of the open source software security experts.

Chinedu Okobi’s Death was a Homicide. Same as George Floyd.

March 1, 2019 San Mateo County District Attorney Steve Wagstaffe confirms Chinedu Okobi’s death was a Homicide. 47:30 mark.

A reasonable person would ask why the Six Sheriff Employees were not arrested and charged? In George Floyd’s Homicide all Officers were fired and criminally charged.

I’m not surprised the residents of San Mateo County don’t know this information, Reporter Anna Schuessler sat in front of me at the press conference and heard as we all did it was a Homicide. Her article the next left out the most important word in the story Homicide for some reason. Thats 84,000 readers that were not informed.

Supervisor Don Horsley Embarrassed and Ashamed.Why?

Supervisor Don Horsley

San Mateo County Board of Supervisor meeting June 2, 2020 at the 40:10 mark, Supervisor Horsley said “My reaction as somebody who was in Law Enforcement when I saw that Murder of George Floyd I was embarrassed & ashamed.” He went on to say. “I’m not going to bash Law Enforcement.”

I have personally asked former School Teacher and Sheriff now Supervisor Don Horsley if he has watched the video of Chinedu V. Okobi’s Homicide by Six San Mateo County Sheriff Employees on October 3, 2018. He has refused to answer my question.

You will notice the Government does not mention the word Homicide. They have known it was a Homicide since Deputy Coroner Heather Diaz determined the Manner of Death to be Homicide on December 31, 2018

“HOMICIDE PROTOCOL” 36-year old male involved in a physical altercation with San Mateo County Deputies.

Supervisor Don Horsley has a long history of saying words that are not consistent with the truth/reality. That includes under oath, August 2, 2004 a Federal Hearing held in San Mateo, California.

The residents of San Mateo County should have the Attorney General of California give a second opinion on the Six Sheriff Employees, Homicide of Chinedu Okobi.
