Of Course the Attorney General declined to Investigate, That was the Goal of SMC Government.

For anybody that read the August 16, 2022 letter sent by San Mateo County Government to Rob Bonta the Attorney General of California you could see in the first sentence the cause of the letter “RECENT PUBLIC ATTENTION.”

Mark Racop has concerns about getting a Fair Trial in San Mateo County, He should be Very Concerned, Who in their right mind wouldn’t be? I’ve said for about 22 years San Mateo County Courts should be CLOSED until the Supervisors can assure the residents of Fair and Level Playing field in our Courts. They have NEVER been interested in that subject matter.

SMC Coroner Robert Foucralt, WHY?

I recently became aware of the Suspicious Death of Munir Edais a healthy 32 year old Police Officer, Father of two girls, recently married and a lighting fast Investigation or lack of an Investigation by the Daly City Police Department on January 21, 2020 28 months ago.

I also became aware of a civil suit the Parents of Munir Edais were forced to file against Robert Foucrault and San Mateo County for the sole purpose of receiving the reports and photos/documents that the San Mateo County Coroner Office provides upon request in most cases.

For some unknown reason Robert Foucrault and San Mateo County Counsel Attorney David Silberman and Hon Judge Robert Foiles are obstructing that from happening.

Every San Mateo County Newspaper and elected official know the Robert Foucrault has a Nasty habit of keeping body parts and not informing the family. Nicholas Picon R.I.P. Robert Foucralt kept his heart.

As a parent who has lost an adult child, the idea that the Coroner would refuse to provide me the documents he has in his possession about my child’s death is Sickening. I support the Edais Family in getting these records.

Write-In Candidate for Coroner Mark DePaula who also just heard about this family’s fight for the records has stepped up and is an Official Candidate for Coroner of San Mateo County.

Mark De-Paula has stated he will provide the Edais Family these records the first day he is swore in.

Robert Faucrault and David Silberman WHY?

Why in the world would San Mateo County Coroner Robert Foucrault and San Mateo County Counsel Attorney David Silberman be Hell Bent on NOT PROVIDING the Reports from the Coroners Office to the PARENTS of 32 year old Munir Edais, a father of two girls, a Los Gatos-Monte Sereno Police Officer, a Daly City Resident, a San Mateo County Resident his entire life, who was in excellent health, who died sometime between January 19, 2020 and January 21, 2020 in his apartment in Daly City. That’s 28 months ago.

How much money has San Mateo County Tax Payers Investigated in Defending Coroner Robert Foucrault for his personal decision to not provide these documents to the parents. Why do the 5 Supervisors of San Mateo County think this is a good investment of the Taxpayers Money.

What is David Silberman’s interest in the case?

Why would San Mateo County Residents keep voting for this guy. I stopped after I learned about Robert Foucralt keeping Nicholas Picon’s Heart, and NOT informing his mother in 2006.

San Mateo County Government’s Big Lie.

The County Government’s Big Lie started in Las Vegas, Nevada, on April 21, 2007 at 9:30 PM when then Sheriff Greg Munks and Under-Sheriff Carlos G. Bolanos were both Caught and Detained INSIDE a private residence with Human Trafficked Sex Slaves including a Minor, $25,000 cash and 3,500 ecstasy tablets. That LIE is still going strong 14 years later, if they would lie about this what else would they lie about? Errol Chang Homicide by Law Enforcement, Yanira Serrano Garcia Homicide by Sheriff Employee, Chinedu V. Okobi Homicide by 6 Sheriff Employees, Sandra Lee Harmon Homicide by 2 Sheriff Employees, the Kaylan Charles Freeman Criminal Case, and don’t forget the Former San Mateo County Sheriff Deputy Juan P. Lopez Criminal case going for 7 years now. There are many more.

The real question is who were all of the Elected Officials and Appointed Department heads like County Manager, County Counsel and Staff in Government and the Media who were communicated with between April 21, 2007 9:30 PM and April 25, 2007 10:47 AM to create the False Official Story?

The Truth was out from the very beginning in this article published in the Palo Alto Online April 24, 2007 @ 2:48 PM. That’s 61 hours after Both Caught INSIDE. Isn’t that interesting an online news publication from a different county published the truth. How many of the 720,000 San Mateo County Residents read that article?

Bill Cassell said officers did come into contact with both Munks and Bolanos inside one of the residences. That is very different than what Sheriff Greg Munks told the public at his press conference.

What would have happened if Sheriff Greg Munks and Under-Sheriff Carlos G. Bolanos simply told the Truth? Why the Lie?

Sheriff detained in Las Vegas brothel raid

San Mateo County Sheriff Greg Munks Tuesday afternoon apologized for his “lack of judgment” following his and Undersheriff Carlos Bolanos’ brief detainment at a Las Vegas brothel Saturday night during a prostitution sting by local and federal authorities.

Munks, who was sworn in as sheriff of San Mateo County on Jan. 8, read a brief statement but declined to take questions.

“I believed I was going to a legitimate business,” Munks said. “It was not,” he said.

Munks said he and Bolanos had been in Las Vegas over the weekend to participate in a law enforcement run, the Baker to Vegas Relay.

During a series of raids Saturday night and early Sunday dubbed “Operation Dollhouse,” Munks and Bolanos were detained but were not among the six people — five men and one woman — arrested by police at a brothel about two miles west of Las Vegas strip, Las Vegas police spokesman Bill Cassell said this afternoon.

The arrests at the brothel where Munks and Bolanos were found took place at about 9:30 p.m. Saturday, Cassell said. Approximately 3,500 Ecstasy tabs and about $25,000 in cash was seized at the brothel, Cassell added.

Cassell said officers did come into contact with both Munks and Bolanos inside one of the residences at the brothel. “All of the customers were simply identified and released,” Cassell said.

“I want to apologize to my family, the sheriff’s office and its fine men and women, and to the people of San Mateo County for my lack of judgment and the undue attention and embarrassment this incident has caused,” Munks stated.

Munks said that he and Bolanos fully cooperated with the investigation, though he noted that Bolanos “was outside when the authorities arrived.”

“I would not, nor did I, break any laws,” Munks said. “Neither did the Undersheriff.”

Cassell stressed that Munks and Bolanos “received no special treatment because of their status in law enforcement.”

No charges have been filed against Munks or Bolanos.

Cassell declined to specify the exact location of the brothel where Munks and Bolanos were found, but said it is located two miles west of the strip in a mixed residential and light-industrial area in the south-central part of the city, according to Cassell.

The raid was part of a series of raids at nine Las Vegas brothels Saturday night and early Sunday morning, according to Cassell.

The operation capped a two-year investigation conducted by Las Vegas police, the FBI, the IRS criminal investigation division and the Immigration and Customs Enforcement Bureau, Cassell said.

Over the weekend, a total of seven people were arrested on prostitution and drug-related charges and 25 prostitutes were taken into custody, Cassell said. An ongoing investigation will attempt to determine whether any of those arrested were involved in illegal human trafficking, he added.

According to Cassell, additional suspects are still being sought by authorities on federal prostitution charges.

San Mateo County Residents don’t know very much about Chinedu V. Okobi’s Homicide, and that is exactly what the Government wants. When I say government I’m also including the Media/Newspapers.

Chinedu Valentine Okobi, is San Mateo County’s George Floyd, the difference is the world saw George Floyd Murdered because of a very brave 17 year old girl who videoed it and placed it on the internet before Law Enforcement, Elected Officials could get there hands on it. That is what happened in San Mateo County.

First lets start at the Top with Sheriff Carlos G. Bolanos, He is a LIAR, that is NO SECRET.

Chinedu V. Okobi was not running in and out of traffic, before Deputy Wang targeted him. Chinedu did NOT immediately assault Deputy Wang. Chinedu died on El Camino Real in San Bruno/Millbrae. The Six Sheriff Employees did not provide ANY life saving Measures for 9 minutes after they killed him.

Chinedu Valentine Okobi, was a 36 year old Father, Son, Brother, Moorehouse College Graduate, who was simply walking on the sidewalk on a sunny afternoon in Millbrae, when SMC Sheriff Deputy Wang got attracted to him.

I will be joining this group of very good humans tomorrow. I remember when I first met them at a Board of Supervisor Meeting, I thought to myself, These are my People.

Attorney general opens field offices to investigate fatal police shootings across state.

SACRAMENTO — The state Department of Justice has opened field offices throughout California to investigate police shootings that kill unarmed civilians and has told law enforcement agencies that they must notify the state whenever such incidents occur, Atty. Gen. Rob Bonta said Wednesday.
The actions, including the opening of investigative offices in Los Angeles and Riverside, were in response to a new law that took effect July 1 requiring Bonta’s office to independently probe all fatal police shootings of unarmed civilians to determine whether criminal charges should be filed against officers.
Bonta said he expected the two new teams, one for Northern California and one for Southern California, would investigate 40 to 50 fatal police shootings each year based on historic trends.
“One of the most important tasks ahead for public safety and our society is building and maintaining trust between our communities and law enforcement,” Bonta said. “Impartial, fair investigations and independent reviews of officer-involved shootings are one essential component for achieving that trust.”
The attorney general said 27 special agents and six supervisory agents would make up the California Police Shooting Investigation Teams. The Northern California office is in Sacramento.
Assemblyman Kevin McCarty (D-Sacramento), author of the new law, said he was concerned that the state Department of Justice had denied requests from some community leaders to undertake independent investigations of several high-profile police shootings.
The state DOJ has traditionally deferred to county prosecutors, who have handled such cases after investigations by the law enforcement agencies involved.
“Police shouldn’t police themselves, and the current system is fraught with conflicts of interest,” McCarty said during debate on the bill. He noted he had first proposed such legislation in 2015 and since then more than 800 people had been shot and killed by police in California.
The measure, Assembly Bill 1506, was opposed by some law enforcement groups, including the California State Sheriffs’ Assn., which said it could result in duplicate state and local investigations and that the state DOJ lacked the resources and was not equipped to take on the new responsibilities.
The measure “bypasses local investigatory processes, including established agreements to have outside agencies investigate officer-involved uses of force,” the association said in its opposition letter to lawmakers last year.
On Wednesday, Cory Salzillo, the association’s legislative director, said in a statement: “The sheriffs continue to work closely with the attorney general and Department of Justice on the implementation of procedures for the authority described in AB 1506.”
Under the law, the DOJ must investigate the fatal police shootings and submit a written report that states the facts of the case, its analysis, provides a conclusion on each issue raised by the shooting and recommends whether policies of the law enforcement agency should be changed.
If the DOJ determines criminal charges are warranted, it would prosecute the officers.
Bonta said his office would also continue to conduct “pattern and practice” investigations of law enforcement agencies if there appear to be problems beyond one incident. Those kinds of investigations, aimed at determining whether reforms should be pursued, are ongoing involving the Los Angeles County Sheriff’s Department and the Vallejo Police Department.
On Wednesday, Bonta formally launched the new investigative teams and released the guidelines and protocols his office would use in investigating fatal police shootings, saying his agency will make public its investigative findings, including explanations when a decision is made not to seek a criminal prosecution.
Bonta said investigators would be deployed throughout the state with an emphasis on areas where there had historically been the most police shootings.
The field offices will allow investigators to get to the scenes of shootings quickly, he said.
The shooting investigation teams “will work in coordination with local responding agencies throughout the investigation of the officer-involved shooting, and members … will serve as concurrent, independent special agent investigators of these critical incidents,” the DOJ said in a statement.
Once an investigation is completed, the case will be turned over to the DOJ’s Special Prosecutions Section within the Criminal Law Division for review.
Administrative or civil investigations remain the responsibility of the law enforcement agency that employs the involved officers.
Bonta was a state assemblyman before Gov. Gavin Newsom appointed him attorney general in March to fill a vacancy left by Xavier Becerra’s departure to become U.S. Health and Human Services secretary in the Biden administration.
As a lawmaker, Bonta was a co-author of the legislation he is now implementing.
He said during a news conference Wednesday that the investigations would not be easy but that he expected local law enforcement would cooperate.
“I’m honestly not expecting a lot of pushback or tension or obstacles,” Bonta said. “We will be prepared for any that do arise.”
Representatives of the LAPD did not immediately respond to requests for comment on the new state investigation teams.
The Los Angeles County Sheriff’s Department will “enthusiastically work collaboratively” with the DOJ in investigating fatal shootings of unarmed civilians, said Capt. John Satterfield, adding that the “goal is to assist the DOJ in completing a comprehensive, fair and impartial joint investigation.”
The state budget approved for the fiscal year that began July 1 includes $13 million to staff the investigation teams.
The DOJ said before Bonta’s appointment that it would need $26 million to properly investigate the 40 deadly police shootings that the state averaged each year.
He said Californians deserved an independent and transparent process for determining whether police officers acted properly when shooting unarmed civilians. He also said the issue was personal for him.
“I’ve heard firsthand the hurt and the pain that too many families and communities feel in the moments after these incidents,” Bonta said. “I have witnessed the lack of trust that these investigations will be treated fairly by our criminal justice system.”
