Mayor Juslyn Manalo promised the April 26, 2021 ZOOM Meeting with over 130 participants the names of the 4 Police Officers Involved in the Homicide of Roger Allen would be released on Wednesday through a Press Release. That did NOT Happen. As a matter of fact the names have not been released per a Press Release period. Somebody sent a scoop to a news media favorite.
Who from Daly City released these names that Police Chief Patrick Hensley knew on April 7, 2021.
It wasn’t City Manager Shawnna Maltbie.
It wasn’t Assistant Manager Stephen Stolte.
It wasn’t Mayor Juslyn Manalo
Here are the names:
Lt. Michael Brennan Investigation Commander was a Swat Team Leader in 2012-2017.
Now today 23 days after the Homicide of Roger Allen by DCPD Officers we now have a Ruger instead of a Glock. And now it is a BB gun instead of a FAKE gun, whatever that is.
Ruger vs. Glock is a Big Deal.
Remember from start to finish was 16 minutes according to Hensley and Wagstaffe. When I say finish I mean in the ambulance and it left the crime scene.
What was Lt. Michael Brennan Investigation Commander doing at a disabled truck with a flat tire “we are here to assist you” incident?
Who released the names? Why wasn’t that done on day one, and why wasn’t it done on the ZOOM Meeting.
Yesterday in the x San Mateo County Sheriff Deputy Juan P. Lopez case Hon. Judge Joseph Scott ruled that San Mateo County District Attorney Inspector Jordan Boyd did not violate Deputy Lopez’s Miranda Rights even though he clearly asked to speak with his attorney twice. As soon as he finished stating his ruling Defense attorney Maria Belyi and Tony Serra respectfully informed the court that they would be appealing his ruling as early as that afternoon.
The Juan P. Lopez case all started 6.5 years ago with San Mateo County Sheriff Lt. Gilbert Armando and Jordon Boyd deciding on his own to start a criminal investigation, He claims nobody asked him. Wait till William Massey takes the witness stand. Massey is Boyd’s Boss.
SMCDA Inspector Jordan Boyd is the lead investigator in the x Sheriff Deputy Juan P. Lopez NF433910 case which is in court this morning after 6.5 years.
A Brady Officer is someone who is dishonest. The hope and goal is to have honest people in Law Enforcement everybody wants that.
In August 2014 Jordan Boyd asked Deputy Juan P. Lopez to provide him with his California Drivers License, as soon as Juan complied and gave Jordan the license he informed Juan that it was Suspended out of the Los Angeles area, he kept it and then he and others followed Juan to his car to make sure he did not drive home. Juan Lopez did not drive for the next 3 or 4 months. COLLATERAL CONSEQUENCES
A reasonable person would ask How did Jordan Boyd know about Juan P. Lopez’s CDL without looking at a computer database? How many other CDL’s has Jordan Boyd removed from Law Enforcement Officers. District Attorney Steve Wagstaffe informed me that his office does not handle any DMV issues.
SMCDA Inspector Jordan Boyd has admitted under oath that he started his own Investigation of Juan P. Lopez. Why?
A reasonable person would ask, In Jordan Boyd’s entire career how many criminal investigations has he just started on his own? He would have known that his Supervisor William Massey also a Brady Officer based simply on his own actions causing COLLATERAL CONSEQUENCES when he twice tried to get Juan’s girlfriend fired. That’s really not what a high ranking Law Enforcement Officer is supposed to do. That is Dishonest.
The normal way is somebody would have filed a criminal complaint with a Law Enforcement Agency, that agency would decide if it should be referred to the District Attorney’s Office for prosecution, If the D.A.’s office thought it should be investigated they would assign it to Jordan Boyd or someone in his position.
That did not happen in the Juan P. Lopez case.
San Mateo County Deputy District Attorney Kimberly Perrotti filed a 24 page Motion in Limine last week. I was struck by item 4, EXCLUDE REFERENCE TO COLLATERAL CONSEQUENCES EXPERIENCED BY DEFENDANT AS A RESULT OF THE INVESTIGATION, EXECUTION OF SEARCH WARRANTS, ARREST, AND SUBSEQUENT COURT PROCEEDINGS.
The people request exclusion of any collateral consequences defendant has experienced as a result of the investigation, excution of search warrants, arrest, and subsequent court proceedings in this case. This would include but is not limited to, any employment or employability consequences; embarrassment or shame, or any other effects resulting from members of the community learning of the investigation and prosecution. Evidence of or reference to these topics is irrelevant under Evidence code 350 and should be excluded.
When you read the word defendant replace it with Sheriff Deputy Juan P. Lopez.
I’ve always wondered how a person who has sworn an Oath to enforce the law could do just the opposite. This is not the first DDA who has continued to produce a False case in San Mateo County. I’ve written about DDA Melissa McKowen several times in the past.
San Mateo County Deputy District Attorney Kimberly Perrotti also doesn’t want the Jury to hear the words Prosecutorial Misconduct, I don’t blame her for that this case is FULL of Prosecutorial Misconduct. You wouldn’t want the Jury to be aware of it if your goal continue to cause harm.
I have had the privilege of serving on a jury in San Mateo County, I was the jury foreperson in a trial where the District Attorney charged a young Marine with a DUI case. The DDA knew she had NO EVIDENCE to prove her case but that didn’t stop her and it made No impact on her when the young Marine was found Not Guilty. I offered to meet with the DDA if she wished to find out why she lost that case. She had No interest in learning where she missed.
From that day on I always wondered how many other cases in San Mateo County are defendants Falsely Charged?

In late 2015 Rachel Amanda Quintana did what most of us hope we would have the courage to do. She went to the San Mateo County Sheriff’s Office Sub Station in Half Moon Bay to file an official complaint about Sheriff Deputies abusive interactions involving her two brothers. She should get the Best Sister Award if there is such an award.
What she got instead was arrested at her home a couple of days later. The ARRESTING party was lead by Sergeant Michael E. Otte, and included Deputy Nicholas P. Kostielney and Deputy Jose M. Velasquez. 66.66% of the arresting party lied and made false statements.
San Mateo County Sheriff Deputy Kostielney filed A supplemental report after the arrest in which he stated that “no cellular telephones possessed any video footage of the incident.”
What he was declaring was that Sergeant Micheal E. Otte did NOT Video the Arrest with his personal Cellphone which in fact was a lie and he knew it.
It’s one thing to lie in an Official Police Report It’s a whole different ball game to lie under oath on the Witness Stand in Hon. Judge Lisa Novak’s Courtroom which is exactly what Sergeant Michael E. Otte did on January 5, 2017. Who was aware of the Perjury committed by a San Mateo County Sheriff Sergeant in a Superior Court in San Mateo County. The list is long, I won’t bother listing all but at the top was Sheriff Carlos G. Bolanos, County Counsel Attorney David Silberman, Hon. Judge Lisa Novak, Her Bailiff who should be acknowledged for doing what we all expect of our law enforcement employees.
We know what happened to Sergeant Michael E. Otte, Sheriff Carlos G. Bolanos gave him a Retirement Party.
How many more Brave Citizens/Residents of Half Moon Bay came forward to report abusive behavior by the San Mateo County Sheriff Deputies. The City Council should have a data base available to the public to protect the public.
Rachel Amanda Quintana paid the price, years in the criminal justice system, with all charges to be dismissed quietly. Also a civil suit case number 19-cv-00060-CRB in United States District Court Northern District of California San Francisco Division.
When did Sheriff Carlos G. Bolanos or Captain Kristina Bell notify the City of Half Moon Bay of this Illegal conduct by it’s Law Enforcement Public Safety Officers?
If any of you have ever reported a Criminal Complaint to the Attorney General’s Office for a person other than yourself, I salute you. I have in the Sheriff Deputy Juan P. Lopez case involving Hacking of the California DMV Computer System. I can assure it is NOT EASY to do. As you can see by the title former Sheriff Deputy Lopez’s criminal case is still ongoing and next week will be the 6 year mark.
San Mateo County residents should AUDIT the Sheriff Deputy Juan P. Lopez 6 yr criminal case and Zain Jaffer less than 9 MONTH case.
Just because somebody says something is true doesn’t mean that it is.

Thank You for your quick response, let me see if I can make this more clear. The State of California data base for DMV was hacked by someone and I believe that someone is from San Mateo County Law Enforcement. DMV doesn’t even know about this. I think DMV should be notified and if you won’t do it I will. The same thing happened with the Federal data base. Thank You Michael G. Stogner

Dear Mr. Stogner,
Thank you for your correspondence to the Office of the Attorney General regarding a complaint against a local law enforcement agency or employee. We appreciate your bringing this matter to our attention. If you would like to file a complaint against a law enforcement agency or officer, it is the Department of Justice general policy that local governments will be primarily responsible for citizen complaints against law enforcement agencies or employees of law enforcement agencies, and that appropriate local resources (e.g. sheriff or police department, district attorney, citizens review commission, and/or grand jury in the area of jurisdiction) be utilized for resolution of such complaints prior to a request for intervention by the Attorney General. The Attorney General will review citizen complaints against a law enforcement agency or its employees for possible investigation when substantive allegations of unlawful conduct are made and all appropriate local resources for redress have been exhausted. You should first direct your complaint to the local law enforcement agency. Every law enforcement agency in California is required to establish a procedure to investigate citizens’ complaints (Penal Code Section 832.5). A written description of the procedure is available from all law enforcement agencies. If a resolution of your complaint is not obtained through this procedure, you should write to the county district attorney and county grand jury in the county where the law enforcement agency is located. Most complaints against local law enforcement can be resolved by contacting the aforementioned agencies. If these agencies do not act on your complaint within a reasonable period of time, you may write to the Attorney General’s Office. Your correspondence should include specific information about misconduct that violates state law, the details of your efforts to resolve the complaint with the local authorities, copies of your complaint(s) to the local authorities and copies of their response(s). Correspondence that does not contain this information cannot be acted upon. Thank you again for contacting our office. We hope this information will be helpful to you. Sincerely,Victims’ Services Unit(ra)

He hired an attorney who went to LA for a court appearance for him the Judge demanded that Deputy Lopez so up in person, he did and proved it was not his ticket. Also investigate who accessed the United States Post Office data base to communicate a false statement regarding a condo Deputy Lopez owns in Redwood City, Ca. I can’t think of a more Important Story to write about on this day. Sure there are many other subjects like who is going to be the President of the United States of America. Let me tell you why I choose to write about former Deputy Juan P. Lopez on this day.
For me there is no more Important subject in San Mateo County than Corruption, and Abuse of Authority and Office.
I was on the phone with Juan Lopez when he was Arrested with guns to his head Six Years ago. That’s right I said Six Years ago.
Zain Jaffer was Arrested for Attempted Murder and 6 Felonies. His Criminal case went through the San Mateo County Justice System in less than 9 months, and that included the Preliminary Hearing where all charges were approved by the Evidence and Testimony presented in Court. The Attempted Murder Charge was never charged by the District Attorney’s Office for some reason. Arrested October 15, 2017 DISMISSED July 2,2018.
I was hoping to hear from Zain Jaffer by now to share with him some cases of abuse by the District Attorney’s Office, Wrongfully Charged, Over Charged etc. As he claimed he was interested in helping now that he knew how it felt to be Wrongfully Charged. Per his prepared statement made July 2, 2018. Matthews Craves, Vincent Valencia, and of course Sheriff Deputy Juan P. Lopez are just a few of the many cases I can think of.
San Mateo County Sheriff Sergeant Michael Otte who worked in Half Moon Bay Patrol Committed Perjury in Judge Lisa Novak’s Courtroom, He was on the Witness Stand under oath and he lied about videoing with his cellphone the arrest of a female Half Moon Bay Resident. The Judge, Sheriff Office, District Attorney’s Office, and David Silberman of the San Mateo Counsel were and still are aware of the PERJURY. Sergeant Michael Otte was never charged as a matter of fact Sheriff Carlos G. Bolanos not only allowed him to retire he gave him a retirement send off.
San Mateo County Sheriff Sergeant Louis Aquino Arrested by Redwood City Police Department for DUI. RWCPD has two Daily Activity Log records. His arrest was not made public. I was the first to report it.
San Mateo County Sheriff Lt. Kristina Bell 911 Domestic Violence Call to her residence by her partner, Redwood City Police at her home for hours. No ARREST made. Violation of San Mateo County Domestic Violence Policy. This response by RWCPD was not made public by the Police Department. I was the first to report it.
San Mateo County Sheriff Employee Barbara Bonilla who was the Executive Director of the Sheriff Activities League was escorted out of her office on Feb. 10, 2020, She has resigned from the Sheriff’s Office which is a Big Deal, She has been removed from the State PAL and Federal PAL Boards. The Sheriff’s Office and the Department of Justice have and are Investigating her for Embezzlement and Laundering of SAL Funds. She has not been charged with any crime yet. That’s 10 months of a “Those Who Matter” person not being charged by the DOJ. That is longer than the Zain Jaffer case from Arrest to DISSMISSAL. I was the first to report it.
The Department of Justice has received a letter from the City of Half Moon Bay requesting an Independent Criminal Investigation of the Sandra L. Harmon Homicide by Sheriff Deputies on May 5, 2020. This is a Historical Request by a City Council and it is Very Healthy to question Authority especially when so many False statements by Sheriff Carlos G. Bolanos and District Attorney Steve Wagstaffe were made to the Public.
San Mateo County Sheriff Sergeant Jason Peardon recently received a Distinguished Medal from Sheriff Carlos G. Bolanos. I have publicly stated and written about Sergeant Jason Peardon being a Brady Officer. The City of Belmont has finally provided the Court with the documents that Juan Lopez’s attorney had to sue them to provide. He will be on the Witness stand in the Juan P. Lopez Criminal Trial hopefully going before a JURY soon.
Some of you know I have been recommending an AUDIT of the Sheriff’s Office, District Attorney’s Office, Coroner’s Office, Private Defender Program etc. Audits are the easiest way to assure honesty in the performance of these offices San Mateo County.
San Mateo County has no Print Media interested in providing this information.
Please follow the Deputy Sheriff Juan P. Lopez case. November 16, 2020 set for Jury Trial, I’ll update. Remember if they can do this to a Sheriff Deputy they can do this to YOU.
September 15, 2020 Half Moon Bay City Council voted 5-0 in favor of contacting the Attorney General of the State of California to request an Independent Criminal Investigation in the Sandra L. Harmon In-Custody Death by San Mateo County Sheriff Deputies.
District Attorney Steve Wagstaffe attended the Zoom meeting and explained his findings that the Deputies behavior was lawful.
Just because somebody says something is true doesn’t mean that it is.
The public and especially elected officials want to believe Sheriff Carlos G. Bolanos his Public Information Officer Rosemerry Blankeswade, District Attorney Steve Wagstaffe, and several Attorneys at the SMC County Counsel Office. The idea that they would deliberately mislead the public is just to much for the average citizen/resident to deal with.
I would offer the x San Mateo County Sheriff Deputy Juan P. Lopez criminal case (6 years this November) as a perfect example of what they are capable of doing.
Last night during the public comment time members of the public were able to communicate what they have discovered with their very limited resources. Here are just a few of the take aways.
There is no Evidence of a Shootout.
There is no Evidence the District Attorneys Office has that Sandra L. Harmon fired the Shotgun at all.
Not one Shotgun Pellet was recovered from the Crime Scene the night of May 5, 2020. Thats with over 30 people at the crime scene that night. No damage to the Patrol Vehicle just feet away, or damage anywhere for that matter.
There is no Evidence (yet) that Sheriff Deputy Dominguez turned off his AXON Body Worn Camera. Simply words and captions that he did. The AXON Log File which to this day has not been made available to the public.
Congratulations to the entire Half Moon Bay City Council for last nights vote. This is a Great first step in Oversight of Law Enforcement in San Mateo County. I was Grateful to hear Yanira Serrano-Garcia’s name mentioned last night her case and Sandra Harmon case have many similarities of misleading and false statements by Law Enforcement.
I would recommend the City Council of Millbrae do the same for the Chinedu V. Okobi Homicide by Six San Mateo County Sheriff Employees October 3, 2018. It’s not to late. Look at what they didn’t do for 9 minutes after they sat him up on El Camino Real.
For a small percentage of America Susan Bassi’s report will sound familiar, Either because you personally have experienced a similar path or you know of someone who has. Most likely you have stopped communicating with them because the subject matter is to disturbing/overwhelming or you think they must have deserved it.
Susan Bassi is a true American Hero. She has been working to Help Others. Here is her FB post from this morning.
152,000 views and nearly 2K comments. We are getting better at reporting what mainstream media will not.
For those of you who do not know, I have been part of a team trying to get mainstream media to report on our family courts for the past five years. I estimate I have spent over 4000 hours meeting with reporters, editors and publishers from the following news organizations:
San Jose Inside
NBC Bay Area
KTVU Fox 2
Los Angeles Times
The Mercury News
San Francisco Chronicle
The Sacramento Bee
Boston Globe Subscribers
and any reporter, editor or publisher who would ever give me 5 mins. I tried to explain how your children were being stolen. how your homes were being seized and your lives destroyed and yet it seems nobody was interested in paying for the ink.
Then I was arrested and have been prosecuted for 3 years and I met some folks watching cops on
and they listened and tried to make me better at pitching your stories. They also probably paid a price for trying to help after snitches and informants including Scott Largent tried to take them down, but they were resilient and persistent and the most noble photojournalists I have ever met.
San Joaquin Valley
It took me 200 hearings in family court. 29 hearings in criminal court and who would have ever known a divorce and prosecution for a local rule made by a bunch of dirty lawyers would have taught me more than that
UCDavis degree or that UC Berkeley law degree I gave up on to follow my husband into farming businesses.
But as they like to say on my channel, I guess I got woke and educated all at once. And this time I was smart enough to get it on video. So for those of you who dealt with these lawyers, bailiffs, custody evaluators, CPAs, bailiffs , and private judges, I heard you. I am no longer waiting for someone else. We are going to get these stories.
So for any cop, judge, lawyer or dirty DA who thinks you got away, think again. I have a camera and I am not afraid to use it.
Thank you all who shared, subbed and commented. We now have more views on this video than San Jose Inside. San Jose Mercury and NBC news have combined!
Think about this when you read the Nice description below about children and San Mateo County Sheriff Deputies, This goes back to when Supervisor Don Horsley was Sheriff of San Mateo County and had a Deputy Mary Koziol R.I.P. who worked as Resource Officer at Garfield Elementary School K-8 in Menlo Park. Her partner reported her sleeping with a female student at that school to SMCSO Sgt. Al Cantera who reported it to Victoria O’Brian who reported it to Sheriff Don Horsley, The results he had a talk with her, she didn’t stop he promoted her to Sgt.
Ask Supervisor Don Horsley what actions he took as Sheriff when he learned she was having sex with one of the female students? Remember K-8
SAL was founded in 1997 by former Sheriff Don Horsley with the purpose of strengthening relationships between youth, deputies, and communities to aid in the intervention and prevention of juvenile delinquency in San Mateo County through positive, dynamic programs. The program was in North Fair Oaks and had a small presence on the coast, serving approximately 1,000 youth per year. In 2009, former Sheriff Greg Munks expanded the SAL program to 12 locations throughout the county, increased deputy support and established a community policing substation that was a permanent home for SAL programs. The program grew to serve approximately 3,500 youth per year.
Today, under the leadership of Sheriff Carlos Bolanos, the SAL program continues to thrive and is serving over 11,000 youth per year in programs, presentations and special events throughout San Mateo County. In light of events in 2015, President Obama called for law enforcements agencies to engage in community policing to build relationships with their communities. The San Mateo County Sheriff’s Office, thanks to our leadership, has been engaged in community policing practices for over 20 years and continues to be a progression organization that adapts to the needs of our communities.
Now S.A.L. is in the News again this time for Embezzlement of $500K-$800K. Sheriff Carlos G. Bolanos says he expects the Attorney General of California to finish it’s Investigation within 3 weeks. When did the A.G. Office open it’s investigation?
The former Executive Director Barbara Bonilla was Escorted out of her office February 10, 2020 and placed on Administrative Leave. I wrote an article about it on February 28, 2020. She also was a top official with California PAL and National PAL.
Michael Stogner <firstname.lastname@example.org>To: Don Horsley Cc: Chris Hunter Thu, May 28 at 6:16 PM
Hello Don, I’m doing an update of my S.A.L Executive Director Barbara Bonilla being on Administrative Leave Story, that I wrote Feb 28, 2020. I was the only SMC Media to report it, Now I am updating it to include Embezzlement Allegations and others involved. I know you have known about this for almost 5 months. Would you like to make any comment at this time, When did you first became aware of it, did you report it to the A.G.? Are you aware of the Sheriff’s Office doing an internal Investigation? Do you think that is appropriate considering who is involved? Can you tell me what date Barbara Bonilla resigned? Her name is still on the website.
Thank You Michael G. Stogner
San Mateo County News.com
Don Horsley chose not to answer any of my questions, He did make comments to HMBR reporter Libby Leyden, Horsley said “he was only aware that Bonilla was on administrative leave.”
I had to laugh when I read that because I would not have been able to write my article February 28, 2020 if it had not been for Supervisor Don Horsley talking about Embezzlement by Barbara Bonilla, and another individual that Don named which I will not name at this time.
The real story here is the hiding from the 750,000 SMC residents for 5 months an Embezzlement & Laundering case. One of the main reasons to hide it is to make sure the guilty people are never charged. The coverup how many great corporations are involved with Sheriff Activities League. The money is stolen from the kids, how many prominent leaders in SMC knew for 5 months about the embezzlement and kept their mouths shout.
That is a Great Lesson to teach our children of San Mateo County.
October 18, 2019 Article about Chinedu Okobi Homicide by six San Mateo County Sheriff Employees. In response to questions about Sheriff Carlos G. Bolanos issuing 3 News Releases 2 on October 3, 2018 and 1 on March 1, 2019 all containing False statements.
Supervisor Don Horsley said that he thinks that the sheriff’s office has been transparent through the investigation and was unconcerned that it took five months for the inaccurate information to be corrected.
“I think it was good of them to correct the statement,” he said.
The reality is Don Horsley was ok with the lies for 5 months and then He lied about them being corrected. Sheriff Carlos G. Bolanos NEVER corrected the False statements he just Deleted it.
