This was the title for Agenda Item 5 of the March 22, 2022 Board of Supervisors Meeting. That might explain why there was only ONE public comment on this topic.

The person that put this on the Agenda was San Mateo County Manager Mike Callagy, with the approval of County Counsel.

I would say this was more of a regurgitation of the same story that Mr. Callagy has been promoting since January 13, 2022, when he told ABC 7 I-Team Investigative Reporter Dan Noyes that he knew nothing about it.

I personally think the Important thing is tell the truth from the Get Go.

Let me give a simple example, On January 13, 2022 SMC County Manager Mike Callagy never mentions James Brown or the Wine Country Marines a 501-C in Sonoma. He did say “We brought in the Marines.”

He doesn’t mention Iliana Rodriquez of his office has been vetting James Brown and WCM since December 2021.

Board of Supervisor Meeting March 22, 2022 Item 5 starts at 1:36:00

Red Flag 1:39:00 mark, “The other goods were eventually moved outside for temporary storage and were regrettably ah remained there during the significant storms last fall LEADING TO THE INDEPENDENT INVESTIGATION.” What do you know about this Independent Investigation so far? What is the scope of this Investigation? Is the Investigation about the significant storms? Why was there an update without having this Investigator make a presentation at the BOS meeting?

Red Flag 1:39:11 mark, “We’ve been lucky enough throughout this AFTER ACTION to really partner with Wine Country Marines to continue to work on distributing these surplus equipment. Everybody knows what an AFTER ACTION is, Right?

The residents of San Mateo County remember what the Foster City Gang of 3 did to their City Manager.

Foster City Manager Peter Prinejad was FIRED for ZERO reason. The residents of Los Altos Hills are the winners in that case they now have a Great City Manager.

The veterans’ advocacy group will be giving it all away to qualified groups on January 25 by appointment only. That’s 9 days from now.

Dan Noyes Investigative Reporter for ABC 7 reported on Thursday January 13, 2022 that $10M of PPE was moved outside of a secure location at the San Mateo County Convention Center. The reason given for the move was to use that space for a really cool convention held in September. They NEVER moved the PPE back inside it remained outside for more than 3 months. But here is what San Mateo County Manager Mike Callagy did do right after Dan Noyes report went public, He gave away the $10M of PPE, to the Wine County Marines. WHY so FAST? and WHY them?

Think about that, most Residents of San Mateo County didn’t know anything about Dan Noyes’s report 3 days ago. James Brown sure did, Mike Callagy sure did.

What date and time did County Manager Mike Callagy give the $10M PPE away?

Large Donation of PPE

Updated: a day ago

The Wine Country Marines are excited to announce a partnership with the San Mateo County Department of Emergency Management. Specifically, the County DEM has graciously donated to the Wine Country Marines a very large supply of excess inventory of PPE (Personal Protective Equipment) that they were provided by FEMA, to be shared with the community at large.

Wine Country Marines will distribute these to organizations in need on January 25th. Appointment required.

This generous donation consists of surgical gowns that conform to YY/T0506.2-2016 industry standards, head to toe isolation gowns with anti-static properties, vented goggles, face shields also with anti-static properties, 1 gallon bottles of bleech, commercial mop buckets, and mop handles.

The isolation gowns are great for any organization or non-profit that serves at risk community members such as homeless, ill, or others such as patients receiving booster or vaccination shots or applying for benefits or services.

The surgical gowns are great for any organization or non-profit that performs medical services where bodily fluids are collected or exposed.

The goggles provide complete protection of the eye, and are vented to prevent fogging.

The mops, mop buckets and bleech require no explanation, but are shown in the photos below for reference.

All of San Mateo County Residents should be thanking Felix Levy for reporting this. Of course he should be paid his Whistleblower fee, well deserved.

What date did he first report this to San Mateo County Officials?

What was the outcome of that effort?

It’s not that easy to report alleged criminal conduct in San Mateo County.

Now that the County Attorneys Jennifer Stalzer Kraske, John Nibbelin and John Beiers the Supervisors of San Mateo County have agreed to quietly settle a Whistleblower complaint by Felix Levy which included false billing to Medicare.

San Mateo County has agreed to pay the Federal Government $11.4M.

The question I have is what date was this case referred to the San Mateo District Attorney’s Office? If the answer is this case was never referred to the D.A.’s Office, why not?

Mark D. Melville for SMC Sheriff 2022.

Retired Deputy Mark Melville is running for Sheriff of San Mateo County in 2022.

San Mateo County, California is just a little bit different than most counties. There are seven English print Newspapers aka Advertising Businesses. Mark D. Melville has learned a very important lesson about them during his 2018 Campaign for San Mateo County Sheriff. I’ll give just one example which any of you can confirm with Jon Mays and Jerry Lee of the San Mateo Daily Journal.

Mark D. Melville told all of the Editors that his boss Sheriff Carlos G. Bolanos was a LIAR. Guess how many of the Advertising Businesses informed their readers about that fact. None of the seven print media. KQED published it so did San Mateo County News.com.

Any reasonable thinking resident/voter in San Mateo County would have known that Mark Melville’s statement was in fact simply the truth.

Currently there are three people who claim they will be candidates for San Mateo County Sheriff 2022, all three have until March 11, 2022 to file with the Elections Office. Sheriff Carlos G. Bolanos has already held a fundraisng event at a Millbrae councilwoman’s residence. SMCSO Captain Christina Corpus who was recently appointed the misleading title of City of Millbrae Police Chief. The reality is Sheriff Carlos G. Bolanos is the Police Chief for all Cities who contract with the Sheriff Office for Law Enforcement Services. Half Moon Bay City Councilmen Harvey Rarback and Joaquin Jimenez were brave enough to bring that little secret to the Public’s attention.

I first met Sheriff Deputy Mark Melville at a meeting in Foster City where he came to introduce himself and promote his candidacy for Sheriff 2018. I told him the exact same thing I told Sheriff Deputy Juan Pablo Lopez who announced he was running for Sheriff in 2014, that was “You are either very brave or very naive.” In the 2018 Election Mark Melville got 52,996 votes.

I think most of my readers know by now that I have been a Private Victim’s Advocate in San Mateo County for the last 20 years. I am glad to see a competitive election for one of the most powerful Elected Office in the County.

One obvious question I have for SMCSO Captain Christina Corpus is are you the Female Sheriff Deputy that sent me, Michael G. Stogner the “Gross Misconduct in the San Mateo County Sheriff Office.” Whistleblower Complaint in early 2010? This was a 16 page report identifying 45 SMCSO Male Employees sharing Porn and a Violent Rape Video on County computers in the 400 County Center Building.

If you are not that Brave Female SMC Sheriff Deputy then I think you would have to explain why not? If you are then I’d say Bravo welcome to the campaign.

Another question for Captain Christina Corpus and her husband who is a San Mateo County Sheriff Lt. What did you do after learning of the Embezzlement and Money Laundering Investigation of the Sheriff Activity League Executive Director Barbara Bonilla? Captain Corpus is on the SAL Board of Directors.

You might ask him why is he retired from the SMCSO? I’ll give you a hint, He has a low tolerance for abuse from the Sheriff. Another thing to think about is Mark Melville lives on the coast which means the San Mateo County Sheriff’s Office is the Law Enforcement provider. Think about that for just one moment, that is why I said “You are either very brave or naive” back in 2018. Today I say “You are very brave.” he is not naive.

Daly City releases names of the 4 Officers. 23 days after Homicide of Roger Allen.

Mayor Juslyn Manalo promised the April 26, 2021 ZOOM Meeting with over 130 participants the names of the 4 Police Officers Involved in the Homicide of Roger Allen would be released on Wednesday through a Press Release. That did NOT Happen. As a matter of fact the names have not been released per a Press Release period. Somebody sent a scoop to a news media favorite.

SMC Hon. Judge Joseph Scott ruling on Miranda to be appealed.

Yesterday in the x San Mateo County Sheriff Deputy Juan P. Lopez case Hon. Judge Joseph Scott ruled that San Mateo County District Attorney Inspector Jordan Boyd did not violate Deputy Lopez’s Miranda Rights even though he clearly asked to speak with his attorney twice. As soon as he finished stating his ruling Defense attorney Maria Belyi and Tony Serra respectfully informed the court that they would be appealing his ruling as early as that afternoon.

The Juan P. Lopez case all started 6.5 years ago with San Mateo County Sheriff Lt. Gilbert Armando and Jordon Boyd deciding on his own to start a criminal investigation, He claims nobody asked him. Wait till William Massey takes the witness stand. Massey is Boyd’s Boss.

This is SMC’s Collateral Consequences Case.

San Mateo County District Attorney Inspector Jordan Boyd is a Brady Officer.

SMCDA Inspector Jordan Boyd is the lead investigator in the x Sheriff Deputy Juan P. Lopez NF433910 case which is in court this morning after 6.5 years.

A Brady Officer is someone who is dishonest. The hope and goal is to have honest people in Law Enforcement everybody wants that.

In August 2014 Jordan Boyd asked Deputy Juan P. Lopez to provide him with his California Drivers License, as soon as Juan complied and gave Jordan the license he informed Juan that it was Suspended out of the Los Angeles area, he kept it and then he and others followed Juan to his car to make sure he did not drive home. Juan Lopez did not drive for the next 3 or 4 months. COLLATERAL CONSEQUENCES

A reasonable person would ask How did Jordan Boyd know about Juan P. Lopez’s CDL without looking at a computer database? How many other CDL’s has Jordan Boyd removed from Law Enforcement Officers. District Attorney Steve Wagstaffe informed me that his office does not handle any DMV issues.

SMCDA Inspector Jordan Boyd has admitted under oath that he started his own Investigation of Juan P. Lopez. Why?

A reasonable person would ask, In Jordan Boyd’s entire career how many criminal investigations has he just started on his own? He would have known that his Supervisor William Massey also a Brady Officer based simply on his own actions causing COLLATERAL CONSEQUENCES when he twice tried to get Juan’s girlfriend fired. That’s really not what a high ranking Law Enforcement Officer is supposed to do. That is Dishonest.

The normal way is somebody would have filed a criminal complaint with a Law Enforcement Agency, that agency would decide if it should be referred to the District Attorney’s Office for prosecution, If the D.A.’s office thought it should be investigated they would assign it to Jordan Boyd or someone in his position.

That did not happen in the Juan P. Lopez case.

San Mateo County Deputy District Attorney Kimberly Perrotti filed a 24 page Motion in Limine last week. I was struck by item 4, EXCLUDE REFERENCE TO COLLATERAL CONSEQUENCES EXPERIENCED BY DEFENDANT AS A RESULT OF THE INVESTIGATION, EXECUTION OF SEARCH WARRANTS, ARREST, AND SUBSEQUENT COURT PROCEEDINGS.

The people request exclusion of any collateral consequences defendant has experienced as a result of the investigation, excution of search warrants, arrest, and subsequent court proceedings in this case. This would include but is not limited to, any employment or employability consequences; embarrassment or shame, or any other effects resulting from members of the community learning of the investigation and prosecution. Evidence of or reference to these topics is irrelevant under Evidence code 350 and should be excluded.

When you read the word defendant replace it with Sheriff Deputy Juan P. Lopez.

I’ve always wondered how a person who has sworn an Oath to enforce the law could do just the opposite. This is not the first DDA who has continued to produce a False case in San Mateo County. I’ve written about DDA Melissa McKowen several times in the past.

San Mateo County Deputy District Attorney Kimberly Perrotti also doesn’t want the Jury to hear the words Prosecutorial Misconduct, I don’t blame her for that this case is FULL of Prosecutorial Misconduct. You wouldn’t want the Jury to be aware of it if your goal continue to cause harm.

I have had the privilege of serving on a jury in San Mateo County, I was the jury foreperson in a trial where the District Attorney charged a young Marine with a DUI case. The DDA knew she had NO EVIDENCE to prove her case but that didn’t stop her and it made No impact on her when the young Marine was found Not Guilty. I offered to meet with the DDA if she wished to find out why she lost that case. She had No interest in learning where she missed.

From that day on I always wondered how many other cases in San Mateo County are defendants Falsely Charged?

HMB Resident Rachel A. Quintana did the right thing. SMCSO Sgt. Otte committed Perjury.

In late 2015 Rachel Amanda Quintana did what most of us hope we would have the courage to do. She went to the San Mateo County Sheriff’s Office Sub Station in Half Moon Bay to file an official complaint about Sheriff Deputies abusive interactions involving her two brothers. She should get the Best Sister Award if there is such an award.

What she got instead was arrested at her home a couple of days later. The ARRESTING party was lead by Sergeant Michael E. Otte, and included Deputy Nicholas P. Kostielney and Deputy Jose M. Velasquez. 66.66% of the arresting party lied and made false statements.

San Mateo County Sheriff Deputy Kostielney filed A supplemental report after the arrest in which he stated that “no cellular telephones possessed any video footage of the incident.”

What he was declaring was that Sergeant Micheal E. Otte did NOT Video the Arrest with his personal Cellphone which in fact was a lie and he knew it.

It’s one thing to lie in an Official Police Report It’s a whole different ball game to lie under oath on the Witness Stand in Hon. Judge Lisa Novak’s Courtroom which is exactly what Sergeant Michael E. Otte did on January 5, 2017. Who was aware of the Perjury committed by a San Mateo County Sheriff Sergeant in a Superior Court in San Mateo County. The list is long, I won’t bother listing all but at the top was Sheriff Carlos G. Bolanos, County Counsel Attorney David Silberman, Hon. Judge Lisa Novak, Her Bailiff who should be acknowledged for doing what we all expect of our law enforcement employees.

Rachel Amanda Quintana paid the price, years in the criminal justice system, with all charges to be dismissed quietly. Also a civil suit case number 19-cv-00060-CRB in United States District Court Northern District of California San Francisco Division.

When did Sheriff Carlos G. Bolanos or Captain Kristina Bell notify the City of Half Moon Bay of this Illegal conduct by it’s Law Enforcement Public Safety Officers?
