Bay Area’s Caltrain named America’s best transit system despite growing financial concerns

San Francisco, California – A 57% jump in ridership, electric trains running on renewable power, and record-high passenger satisfaction have pushed Caltrain to the top of the American transit industry. What was once a railroad heavily dependent on traditional commuting patterns is now earning national recognition for its transformation.

But the celebration comes with a financial challenge. Despite attracting more passengers and cutting millions in expenses, the Bay Area rail operator still faces a funding shortage that threatens its ability to maintain current service levels.

The American Public Transportation Association (APTA) has named Caltrain the nation’s Outstanding Public Transportation System, the highest distinction a public transit agency in North America can receive.

Caltrain Board Chair Rico Medina and Executive Director Michelle Bouchard accepted the award in Chicago, recognizing the agency’s achievements in safety, financial management, operational efficiency, passenger growth and customer service.

But the celebration comes with a financial challenge. Despite attracting more passengers and cutting millions in expenses, the Bay Area rail operator still faces a funding shortage that threatens its ability to maintain current service levels.

The numbers behind the recognition are significant. Caltrain recorded the fastest transit ridership growth in the United States during 2025, with passenger numbers increasing 57% compared with the previous year.

Meanwhile, its transition from diesel-powered mainline service to electricity sourced entirely from renewable energy has changed how people travel along the San Francisco Peninsula.

Passengers have also responded positively. Recent surveys gave Caltrain a customer experience score of 4.5 out of 5, while 91% of riders expressed approval of the agency.

“There is no greater honor a transit agency can receive than being named Outstanding Public Transportation System,” said Caltrain Executive Director Michelle Bouchard.

“This is a testament to the hundreds of people who put in work every day to keep our railroad running.”

Electrification has brought faster and more frequent trains, with service available every half-hour. Modern amenities, including free Wi-Fi, power outlets and baby changing tables, have also contributed to record passenger satisfaction.

Caltrain collected additional recognition at APTA’s TRANSform and Expo, receiving a Certificate of Merit for rail safety and a national marketing award for its “Driving is for Dodgers Fans” campaign.

However, financial concerns remain unresolved.

Over the past five years, Caltrain has eliminated more than $76 million in expenses, equivalent to approximately 7% of its operating budget during that period.

The savings, combined with growing fare revenue, have not been enough to eliminate its structural operating deficit.

Remote and hybrid work continue to reshape travel demand, forcing the agency to explore advertising, property revenue and other income opportunities.

For Caltrain, the national award confirms that its modernization efforts are producing results. The next challenge is securing enough financial support to sustain those improvements for the millions of passengers who depend on the railroad.
