San Mateo traffic stop escalates into arrest after officers discover drugs ammunition and stolen items

San Mateo, California – A routine traffic stop in San Mateo late in the evening quickly escalated into a multi-charge arrest involving two men after officers uncovered suspected narcotics and other illegal items inside a vehicle.
According to authorities, the incident unfolded on March 26, 2026, at approximately 9:51 p.m., when a police officer initiated a stop near the intersection of South Norfolk Street and Fashion Island Boulevard. The vehicle had been flagged for a suspended registration violation, prompting the initial contact.
Inside the car were two adult males, later identified as Alvaro Ramos, 47, and Luis Luque, 45, both residents of Bakersfield. What began as a standard enforcement stop soon took a different turn. During the interaction, officers observed what appeared to be methamphetamine in plain view, immediately raising suspicion and establishing grounds for a more thorough search.
A subsequent search of the vehicle led to the discovery of additional narcotics, along with drug paraphernalia and ammunition. Officers also found a driver’s license and credit cards belonging to another individual, further complicating the situation. Authorities noted that both men had prior convictions related to drug possession, while Ramos was additionally identified as a convicted felon.

Investigators determined that Ramos, due to his criminal history, was legally prohibited from possessing ammunition. He now faces a range of charges, including altering vehicle registration, possession of ammunition by a prohibited person, multiple drug-related offenses tied to prior convictions, possession of unlawful paraphernalia, driving with a suspended license, and misappropriation of property.

Luque was also taken into custody and faces several charges, including possession of a controlled substance with prior convictions, possession of unlawful paraphernalia, and an additional count of drug possession.
Both men were transported to the San Mateo County Jail, where they were booked on their respective charges.
