Bay Area law enforcement teams train side by side as Guardians of the Bay recreates some of their toughest possible calls
San Mateo County, California – A burglary call can turn chaotic in seconds. An active shooter response leaves even less room for hesitation. Over the weekend, members of the San Mateo County Sheriff’s Office trained for situations where communication, coordination and quick decisions can matter most.
The deputies joined other Bay Area law enforcement personnel for Guardians of the Bay 2026, a multi-jurisdictional exercise built around 24 hours of realistic, high-pressure scenarios designed to sharpen the skills officers may need during real emergencies.
Participants worked through 12 different scenarios during the training period. Each exercise presented a different challenge, forcing teams to adapt rather than simply repeat the same response.
Among the situations were a residential burglary in progress, an assist involving another agency and an active shooter scenario. The exercises were designed to test how well personnel communicate, coordinate with one another and respond while working under pressure.
For the San Mateo County Sheriff’s Office, the training also included a role beyond participation. The agency served as a host training facility for one of the exercises, helping provide a setting where personnel from participating jurisdictions could work through one of the simulated incidents.
Bringing multiple agencies together is a central part of Guardians of the Bay. Real emergencies do not always remain within one department’s boundaries, and major incidents can require personnel from several jurisdictions to work side by side.
That makes coordination an important part of the exercise. Deputies are not only practicing how they individually respond to an incident, but also how information is shared and how teams operate when several agencies are involved.
The 24-hour format also gives participants repeated exposure to changing conditions. Instead of focusing on one type of call, teams move through a range of scenarios intended to challenge different parts of their response.
For the Sheriff’s Office, the value of the exercise continues after the training ends. The skills and experience gained during Guardians of the Bay are taken back to regular patrol teams, where deputies can apply what they practiced while serving communities across San Mateo County.
The scenarios may have been simulated, but the purpose behind them was practical: prepare personnel before the next difficult call arrives.
